The electricity issue could be covered in several different ways and I think they would be looking at all options. Having such a big impact on operating costs it must be a priority. I am giving this issue another three months and I believe a solution will be found.

Even if this happens the lead time to install the line could be months to a year from signing a contract if no designs are yet completed.

So, I too, hang on in hope (behind at the moment) waiting for the price to head skyward. Good news from the prospecting end would help too.
