The only way to do so is to successfully develop some operation, as they have done several times at Felix Resources before. Except for prospects for compensation claims and some sheep there is not a single asset in the company that could yield a profit without substantial further investment, so what do you expect will the market think about the existing investments if they followed your advice of "refunding" shareholders and so running out of much needed cash?
