Not sure where your research comes from, but Malalos can extract a min of 200bopd . This has been tested.
The reason it has not gone ahead yet is the issue of fines blocking the drill. GGX don't have the technology or funds to continue, thus looking for a farm in partner.
In relation to assisting the local communities, GGX have already been supporting a local schools etc.

I'm surprised someone on the local board doesn't already know these details, considering GGX have been in Cebu for many many years?
