The same sort of upside that comes with any project of this type, not sure what current Market Cap has to do with with anything. The purpose of capital markets is so that companies and projects can raise capital. Project can be funded through mix of debt and equity and I'd imagine that there would be support for a project of this type by Government as well.
It's the typical life cycle of any business. Capital investment - construction or acquisition - revenue - profit - return.
There is no secret that the company will need to raise funds by debt and equity to fund the project but if the project NPV is positive then it makes sense to put the capital to work.
