There is no word of other partnerships in the "Looking Ahead" statement, in fact the looking ahead is actually what they have already achieved. Oversubscribed SPP = SP devaluation. Early testing of 28nm yielding promise = not achieved yet. "Discussions have been taking place with other industry participants" = not partners "Remains on track to complete its major process optimisation phase" = great but hardly news.
