The SPP is not underwritten, if it were the broker managing it would normally take up any shortfall. So if there is a shortfall, then maybe that's it, unless the directors choose to seek to increase their $150k at the AGM.
To me it indicates the $3m was the main goal (obviously) & the SPP was offered to shareholders to avoid dilution.
Soon find out.
