The best time to buy is when a great / promising stock is treated like dirt, when the market ignores the obvious. Everyone wants to buy low to sell high, but when a stock price is low the most are scared while in our mind only rubbish is priced low and only the good stuff high. And that's what sorts the winners from the loosers, consider the base facts and keep feelings out. Easy to write, hard to do.
