No one said that 4000 batteries are worth $4m. The document talks about two things:
- UTR is contracted to provide 4000 batteries in year 1
- Blitz has been offered exclusivity to the batteries for 18 months, provided that they pay for a minimum of $4m in the first 12 month.

I am hoping that the exclusivity would be an incentive to either buy more than contracted or pre-pay for future delivery.

This means we don't really know what the unit cost is. (unless it has been mentioned somewhere else)
