As stated on page 16 certain elements of the lease are still undecided, it may simply be unacceptable for this reason, given tanah already has significant skin in the game, and BB (who is happy with the lease) is also tipping in a decent amount ($500k) I'm thinking the details that are disagreed on are likely to be minor and manageable.
