Yes I'm pretty sure it counts international paying accounts. That's the one performance hurdle that I though should have been a lot harder to achieve - probably restricted to 'full paying' accounts only and higher at around 80k subscribers which would be approx half the revenue of the 2nd performance hurdle. Performance hurdles are usually staged from easier to harder, but that one was definitely too lax.
