I think there are many less risky options for MRD. Being the RTO piggy for a project in Mindanao is a pretty high-risk venture and I suspect the Prometheus crew will find an IPO process reasonably tough for exactly that reason. Mindanao might host a lot of gold, but it's also an extremely good place to get shot.
