Hi Scott, from my time investing in the likes of PIR & OBS. Once entities approach the company to expose their intent to buy, others follow suit @ speed. Sp rallies on mere interest created. Any proposal must be considered by top percentile & then, it goes to share holder vote & takes months of meandering & retail holders get all excited etc etc....
