The Government is NOT pulling the rug at the last minute. The Government has publicly stated that it will honour Vimy's granted licences. The Government has acknowledged that it had sought legal advice on the matter and was advised that if it did rescind previously approved licences it would be liable for potentially Billions of dollars in damages.

My understanding is they are not selling Vimy because they have changed their view on Vimy's potential. They are selling to meet other commitments.
