Given there 2 trials underway are fully funded by US Govt and they have no need for any immediate funding it would be silly of them to raise now when they themselves think they are too cheap
If they were smart what they would do is allow news flow to build around the 2 fully funded trials so that the company rerated inline with peers towards a half decent valuation of say $20m which is 4x current levels and then look to raise more funds
Raising here at the lows would be plain silly imo
