There was a sort of scaleback in the SPP in that oversubscriptions were knocked back (mine certainly) despite the fact that the SPP was advertised as a "first come first served" deal and I got my application in before minimum application level had been reached. And I checked with them before transmitting cash that over-subs were ok.
