People are distrusting of the company, believing that the money may be locked up forever, so normal valuation metrics don't apply - simple.
They've previous had trouble getting the money out of China. Some rules in China have recently changed though and we now have some Aussie directors with mutual interests as shareholders do, so there's hope.
