I would think they would want to conduct the early trials in fairly calm conditions.
The first Ceto trials were conducted inside Cockburn Sound before they ventured outside.
Bombora conducted trials in the Swan River.
The swell forecast for Bunbury is for seas around 2 metres but that would be outside I am guessing.
