FWIW, I like the deployment approach of three to start with, then analyse data, determine the next step.
Don't we have here guys, the smallest WEC buoys in the world ? Seems so from what I have researched. So incremental deployment and testing can provide a greater understanding of how the buoys either interact separately, or in clusters of varying numbers, or in arrays of increasing size (take your pick).
If you deploy one, you get X amount of energy, then deploy 30, you should get 30X - but IMO that doesn't reveal that much (unpredicted) information, and certainly would reveal none of the subtlety's of the technology at varying deployment scales.
However, if you stage the deployment strategically, and make subtle alterations regularly in the 6 month window, you get a great deal more information to work with, plus the ability to see just how versatile small arrays are, and how reliable the ultimate power source. In turn, micro array capacities become better understood, and potential markets for such levels of supply (in remote coastal locations) can also be pursued.
