i understand the public strategy for JAL is to find an end user that will help fund the development then eventually mine construction development. These groups will do their own analysis on the political and environmental hurdles for JAL. I believe because of this whoever is keen and gets the answers they need, they dont have to wait for the final environmental permit. If they have enough confidence they could act before we see this. Possible a few groups interested changing the risk curve for this project + the strength in the current coal price helping.
