I never saw it as a "Loyalty" options.
I always saw it as a "out of date" or overdue lolly that they couldn't sell but, they said to each other lets give it to the shareholders and at least they'll think we're being sweet to them and love us for it.
Brokers are only doing what they are asked and paid to do.
