Well as has been pointed out, both JV partners have indicated they are very confident that NAE will get the funding they need and it is clear Gary doesn't want to dilute the 50%. But if a raise was the way he was looking to go, why wouldn't he just announce it? Imo, there is likely something else he has been working on.
As for the selling, its likely just someone who thinks a raise is the path forward. But with everything that's been said and done so far, that opinion doesn't seem to fit imo.
