You want to have a look at how BSE are doing it over in Kenya. They are amazing in what they provide, its industry leading and best practice.
However what is to stop villagers etc saying "its not enough" or "we are being exploited"?
The internet is everywhere and they learn that the squeaky wheel gets the most oil.
On the volume and bids issue....
This looks poised for a technical breakout. is it coinciding with some report thats due?
