I'll start with gas/power which is the easiest. A "Build Own Operate" contract with the vendor is standard practice so I can't see what the problem is here? RWD have suggested they will use an "separately ownded power station to sell electricity over the fence". So obviously someone else is going to fork out the capex for this, just as AMN is proposing to get someone else to foot the bill for the gas pipe. But here's the main difference:

AMN have explicitly stated they are only using a BOO for the gas so therefore they have allowed capex for the gensets. RWD have not allowed any capex for power; they are just going to buy the power from this as yet un named independently owned power station. So does that mean AMN can drop out approx. $14m for 14MW of gensets (that number is not in the PFS, I know how much these things cost) in order to compare like with like? If RWD finds a great way to use solar for combined heat and power (which they have not costed, it's just a though bubble) does this mean that AMN could not copy them? Or vice versa?

In summary I don't think there's a great deal of difference here, either company have numerous ways to deal with power. But right now I prefer AMN on this one because they have access to gas. For all we know the independently owned power station that RWD talks about could be diesel? Not a project stopper but I know where I'd prefer to be and on the basis of the information presented there is no grounds for the armchair experts to be bagging AMN on power.
