The incorrect assumption you are making is that the result in the 1km trench is representative for the entire modelled area and that the results from the 2016 program have no merit...you may argue that their duration was short but like I said before check Agrimins trench data and you’ll see that 90% of the steady state flow is reached around 8-10 days. So once Reward put in longer trenches to firm up their data (for the DFS) they’ll easily get 15L/s imo (as the experts have indicated). ie they’ve used all the data available to come up with that number...
