I'm not sure how you get to your 74c share price/$2bn project valuation when the NPV is $460m?
Post-tax IRR is 14%. Your suggested RWD 5% free-carried interest means any incumbent that stumps up the capex stands to make a return of 13.3% (i.e. 14%*0.95). I don't know of any investors (other than SOE?) that would take that risk/return
