Read and understand the four phases of implementation of low pH processing and how each is contingent, to a greater or lesser degree, on successful outcomes for the PTM and SML amendment applications. A successful FLT is an obvious requirement as well. If you understand the implementation sequence and hurdles, you'll conclude that my original claim is still 100% accurate.
