Mr Technical Y3 reply,... Here's my opinion on the matter. The unconditional permit to mine cannot be issued before the authorities are satisfied that all technical and environmental issues have been addressed. Since this is one objective of the FLT, the permit cannot be issued before completion of the FLT. Just to clarify, this is the permit to mine, i.e. the commercial mine, not the FLT "mine".
