Agreed - this link to the DoE website, although undated states that EWC had this, or a similar permit, some time prior to 2013 as it the thinking was that EWC would be importing LNG before 2013. The master plan prepared by the lantau group from HK dated 2012-14 is also on the site is dated and discuses EWC's potential role.
