This is a clever legal move. Essentially it's pre-emptive strike, a 'let's see your hand' play. It undercuts the power of Pok to withdraw the licence and get the publicity from doing that. It undercuts his desire to do nothing until APEC is over. In fact, it's an 'in your face' move on the same day as the APEC CEO summit meeting with PNG trying to encourage investors that PNG is a good place to do business. The gloves are off and Pok will now know that he is up against a heavy hitter, Repsol.
