So we're in step 5 which lasts 60 days... so it depends on the public commentary and final review. Since low pH is allegedly less harmful and easier to remediate you'd hope there'll be less likelihood of public objection (I mean the usual ill informed anti-nuclear kooks will I'm sure try - but their lack of science to back them up should see them dismissed). If that's the case then the review should be shorter leaving it likely that the final result could be delivered ahead of the timeframe predicted.
