You seem to forget that Kaiser and InCo (Vale) already published a Feasibility Study on San Jorge so there is also plenty of historical data available along with Axiom's existing drilling data, you can read this in Axiom's ASX releases yourself.
They can do JORC anytime and I hope they do it soon, but it does not stop them mining if they have been awarded the ML.
