I'm interpreting the amazing benefits that Oakajee will give the MidWest. Padbury are confident that they can secure the funding to build $6 billion of infrastructure. Its very much "game on" as far as Padbury are concerned, with their visits to China, government and community support, etc, etc. I'm assuming they're not going unless there's a good chance of getting finance and bringing home the bacon ?
