My understanding is that (as you say) Fleetwood have sold Osprey to the government and the guaranteed fixed rental income stream from Osprey that Fleetwood were receiving has been assigned to Westpac (and the upfront payment received is used to pay down debt). However Fleetwood will now get an ongoing (smaller) management fee for operating Osprey and II is guessing that is approx $2m p.a. I have no idea if that's correct but you'd think if it was much less than that it's probably not worth doing for them.
