I am no expert but imo in the beginning it was the lacklaster low capex processing plant/ defective flow sheet which has been upgraded/corrected since then. However lately it seems the bottlenecks have more to do with not enough ponds and low evaporation rates. But who knows indeed 5 years is a long time and it is surprising they are still suffering from teething technical issues.
