Interesting thesis here about MU1, You3Ate. You certainly are a suspicious b*tard but often that is the way to flush out the truth (not that I know anything about PEN's decision in this regard). Lets expand the plot further.
PEN are in the process of a substantial con job and this is just a step along the way. They have a proven strategic asset in a "home" nation and obtained supply contracts because of that. However, the assets shape up to be a lemon for reasons of geochemistry. Nevertheless, they realise that there is a real contango to be made here while the product price is in the doldrums (or worse) and sothey will now act as a middle man and source product from other poor b*tards who are producing at a loss and accordingly meet their contracts with a nice profit on the deal.
The important thing is to never admit that your assets are lemons so that you can continue to obtain new supply contracts on a strategic asset basis but maximise your gains by buying low from other "less strategic" producers. This way, there is no need to mine or produce anything. All you have to do is maintain the appearance of being a producer. Effectively, you can become a U2O3 warehouse for the home nation.
