Buy it for a song under existing zoning classification of 'moose pasture' and then with the prudent and use of seismic studies, drilling and some fortune (both meanings of that word) get it re-zoned into oil bearing acreage and sell off to someone who wants to rezone it to oil producing acreage.
The pre-requisite being land. Can't re-zone air.
