Clearly this says Tlou are submitting a bid on the cheap, ie limited their Capex as much as possible. Quite whether Govt are convinced by this strategy remains to be seen - they invited 2 local players to respond to their Pilot RFP. One is bidding 2mw for (I assume) reasonably quick delivery to the grid v another bidding close to the full 100mw for (I assume) delivery that will take longer. Such different strategies sure adds to the overall intrigue of this pilot RFP process.
