The norm is to test the best oil-bearing section encountered in the well. IF they had low net to gross in the basal Torok sands with high water saturation, low permeability etc then they can opt to skip that zone & focus on a higher interval.
In this instance focus should b on one of the Nanushuk target sands with a high Oil saturation & good porosity/perm which is why they can decide post WL Logging how much they need to frac-stim & perforate after setting the 7" casing, if it meets their testing criteria.
