I don’t think we can go as far as to say that phase two doesn’t not function correctly. We don’t know for sure but I’d say it’s more to do with the automation and control side of things. The new plant will come with the latest kit and makes sense to fit the same to the old plant. Also they speak of lessons learned so probably modifying the old plant to match the new mechanically as well which has been designed with the lessons learned in mind. Makes sense on several levels to have them the same if that’s what is going on, ease of maintenance, smaller spare parts stock inventory and so on.

Plenty of speculation on my part mind you without further info.
