Disagree with your comment. This is an action to attempt to increase market share. The 143 communities are not on contracts but by offering these services for free ( and doing it well) there may be opportunity to convert these communities to supply contracts in the future.
Nothing to do with current communities already under contract. Not sure on the legality of breaking a 7 year contract which includes payback of cost of conversion etc so can't comment on that.
