The key Q is not whether OGC is "doing anything wrong" (I believe they're not) but rather Philippines Government's New Anti-Mining Policies translated into Laws, Rules, Regulations...regardless of OGC or any other mining company.
Based on the evidence so far, all mining companies are at severe risk under the new regime.
And until that (regime) changes for the better, then don't be surprised to see companies go "on care and maintenance programs".
