I don't think ISF would be that naive, I see them as being a shrewd creditor, not like some of the Chinese money that has been used to float this operation so far, I think they have woken up to learning the hard way, constant devaluation doesn't look good to their dwindling holdings.

I would not be surprised if they try and use the $15,000,000 (resolution 11) should it pass, to pay their employees.
Already looks like res 14 to pay Belinda M Jones and GEE WA a total of 5,900,000 shares is showing just how tight things are getting.
 
They're obviously hoping that Peter the printer starts to do some OT $15,000,000 @ $0.05 = 300,000,000 extra shares. 
Surely they would not be assuming that NRE and the sophisticated investor are going to throw money at NTU without a price renegotiating.
@ 0.05 cents NRE could assume a holding of 29% for $25 mill, that's a lot better than the original 17% for $25 mill, which would still get diluted.
