Too many lithium explorers and finding the money to fund a cobalt mine is not easy if BAR is any indication. Even if they found cobalt they would sink a fortune in exploration and then may not find the dough to build a plant. OTOH the Browns Range plant is up and running and the only producer outside of China, even if for the moment is only a pilot plant.
