You must be thinking of LYC and their multiBILLION dollar bet which may still get them into trouble despite years of production.
I suspect that NTU has learned a lot from LYC mistakes and is the reason they are starting small with the pilot plant and build up production over time rather then go into full production and unsustainable debt as LYC did.
