    This exert from the KPMG independent expert report says it all ..."Having analysed the Proposal on this basis, we have derived assessed values for BPPF as set out in Section 3.2. This analysis indicates that the Proposal falls below our assessed value range and accordingly we consider the Proposal to be not fair."
