"Maybe the ATO struggling to reconcile performance against projections, and only prepared to pay accordingly?"

Or could it be the case that their eligibility for R&D
    status is being questioned?

Core R&D activities are experimental activities:

    >whose outcome cannot be known or determined in advance on the basis of current knowledge, information or experience, but can only be determined by applying a systematic progression of work that
        - is based on principles of established science; and
        - proceeds from hypothesis to experiment, observation and evaluation, and leads to logical conclusions
-that are conducted for the purpose of generating new knowledge       (including about creating new knowledge or improved materials, products, devices, processes or services).

Exploration Drilling can fit into the unknown, but a plant that has been designed off already known technical procedures, could in my mind be called into question.
Could be straw, camels back, massive cap raise to cover @What $'s?

I have said it before and I still am of the opinion that the actual scaled down plant size was not just a coincidence.  I believe scaled down size had all to do with fitting into perceived earnings, less than $20 million aggregated turnover to make sure that they could be eligible for the 43.5% tax incentive, but maybe they thought they would get around fitting into the experimental classification.  All in my opinion of course.

GB has peddled the fallacy boom in Dysprosium prices for years now, I wonder if this is still his vision.  He knows whats going on out there, but he is on a pretty good wicket atm. imo

I believe NTU's survival remains in the hands of hopeful creditors, last $4 mill is costing them 16% and that I believe is JHY trying to protect their 2.8% holdings, creditors dream assuming they can get fully reimbursed.
