Not uncommon for outgoing directors to sell down on-market, regardless of the prospects of the company.
Clearly, there must be some deal making going on in the background, regarding the Chinese waste mgmt acquisition (or maybe even something else) but I'm amazed how strong the stock is performing on such little newsflow.
