I too was a bit perplexed about this. I was also perplexed about the statement that says placement funds required to use for conducting flow tests on Winx-1. !!!!! Letting the cat out of the bag or what????
My take is that placements should be offered to SH first and then others. but im not sure what the accepted norms are here.
