I keep hearing this "rare earths are not rare" expression. What's the point?

Some "rare earths" ARE actually very rare (very low crustal abundance); others are not (La, Ce, Nd, for example). More are rare than not. So the expression is partly wrong already.

It is quite rare to find any of them in concentrated deposits; it is rare to find any of the so-called "rare earth elements" in any deposit over 1%. The rarest thing about them is this: Given the unusual distributions of elements (which often includes radioactive elements!) AND the highly-varied market value of them AND the difficulty of beneficiating and separating them, it is proving VERY rare to find economical deposits of them.

IN FACT, at this point in time, there's only ONE miner/processor in the ex-China world making money mining "rare earths": Lynas Corp.

That makes Lynas a rare find indeed.
