Exactly, you make my point in spades.
While Lynas have by far the richest operating RE resource they did have to battle thru a period when all the Chinese were losing money to get established, and they certainly would not have succeeded without Japanese support.
Trying to emulate that a decade later, dragging the massive CapEx US$680M will be a long & bloody battle, at best. IMO that NdPr capital density is outer space, highly likely smaller, more nimble competitors will jump in front of it.
